The Museum opened in 1985 as the “Art Institute for the Permian Basin” in a beautiful new building on the south end of the University of Texas of the Permian Basin campus. The opening of this independent art museum was a culmination of more than 20 years of grass roots fundraising efforts to build an art museum in Odessa, Texas. The Museum was renamed in its 10th year to honor the leadership and philanthropy of Mrs. Ellen W. Noël.

In its spacious galleries the Museum presents twelve to eighteen exhibitions each year of great diversity of style, period, medium and culture. Family gallery guides and interactive programming, games, videos, computer games, books and other creative activities related to exhibitions are offered in the Art Haus education center adjacent to the galleries. Highly popular cutting-edge education programs are offered for all ages, from pre-school to seniors. A unique sculpture/sensory garden is an oasis in the West Texas high plains, with plants and sculptures chosen to appeal to all the senses and are targeted especially to visitors with special needs, especially visual challenges. This Museum has something for everyone!
